Programs administered by American Councils in UkraineAmerican Councils for International Education: ACTR/ACCELS administers programs of the Bureau of Educational and Cultural Affairs of the U.S. Department of State and cooperates closely with the Ministry of Education and Science of Ukraine. The goal of these programs is to provide experience and skills to current and future leaders to help build democratic infrastructures and a market economy in Ukraine. Programs in Ukraine: Future Leaders Exchange Program (FLEX) - This is a program for 9th and 10th graders. This year’s participants must have been born on or after January 1, 1993 and on or before July 15, 1994. Participants are tested and interviewed by the representatives of American Councils.
